The mlys.expression object is used in the mlys.phasor help patcher, but the external is not included in the distribution.

You are right, mlys.expression has never made it to Windows…
But patience: Modalys 3.6 is about to be released and includes mlys.lua, a new and much more powerful controller that is available on both platforms and that supersedes mlys.expression.
And I am updating the mlys.phasor help file accordingly.
